Syndicate Bank deputy general manager Satish Kumar on Friday filed a police complaint against Lalit Singhal, bank's branch manager of Talheta village, for disbursing loans to 195 farmers through four touts.
The complaint stated that none of the farmers has returned the loans which were distributed through touts, police said, adding that Mr. Kumar has demanded stern action against the farmers and Mr. Singhal.

बैंक मैनेजर के लोन के खेल में फंसे किसान, 4 ने की खुदकुशी
गाजियाबाद पुलिस ने फ्रॉड के एक ऐसे मामले का खुलासा किया है जिसके कारण अब तक 4 किसानों ने खुदकुशी कर ली है. इतना ही नहीं कई अन्य इस वजह से खेत-खलियान और घर बेच गांव छोड़ने पर मजबूर हो गए हैं. किसानों के साथ फ्रॉड का यह खेल किसी ऐरे-गैरे ने नहीं बल्कि सिंडिकेट बैंक के एक ब्रांच मैनेजर ने खेला, जो फिलहाल गाजियाबाद की क्राइम ब्रांच की गिरफ्त में है.
एक ओर जहां सरकार किसानों के लिए अधिक से अधिक सुविधाजनक लोन स्किम लेकर आ रही है, वहीं बैंक मैनेजर ललित कुमार सिंघल ने इसे किसानों के लिए जी का जंजाल बना दिया. ललित कुमार पर आरोप है कि उसने 200 किसानों के नाम फर्जी तरीके से बैंक लोन पास किया और इस तरह कुल 4 करोड़ रुपये का घोटाला किया. अपने दो साथियों के साथ मिलकर ललित कुमार ने किसानों के नाम और पते पर झूठे कागजात तैयार किए और वैसे लोन पास किए जो कभी किसानों को मिले ही नहीं.
जानकारी के मुताबिक, बैंक मैनेजर और उसके दो साथी आनंद सिंघल और सतवीर सिंह ने फर्जी तरीके से किसानों के नाम लोन पास किए. इनमें आनंद सिंह लोन की उन फाईलो में बैंक गारंटर था और सतवीर बैंक का लीगल एडवायजर.
एक पीड़ित किसान ने बताया कि हम में से किसी को भी लोन की कोई जानकारी नहीं थी. लेकिन जब बैंक से बार-बार रिकवरी नोटिस आने लगा तो समस्या बढ़ने लगी. कई किसानों ने तो परेशान होकर खुदकुशी कर ली. जबकि कई गांव छोड़कर चले गए.
जमीन, ट्यूबवेल और मवेशी के लिए लोन
गाजियाबाद के सिटी एसपी शिव हरि मीना ने बताया कि फर्जीवाड़े के इस खेल में ललित कुमार ने अपने साथियों के साथ मिलकर किसानों के नाम पर उनकी जमीन, ट्यूबवेल और भैंस-गाय के लिए लोन पास किया. इनमें से आनद सिंघल ने अक्टूबर 2013 में कोर्ट में सरेंडर कर दिया था जबकि सतवीर सिंह की हार्ट अटैक में मौत हो चुकी है. घोटाले का यह मुकदमा 2010 में भोजपुर थाने में दर्ज हुआ था. 2013 से क्राइम ब्रांच इस घोटाले की जांच कर रही है.

Bank manager gives loans to dead people, lands up in jail
Uttar Pradesh, A bank manager has been arrested by crime banch for getting loans passed in the name of farmers and those dead for personal gains.
Working as a manager in Syndicate bank in Bhojpur, Lalit Kumar Singhal filled forms on his own, became the guarantor and got the loans passed. He then withdrew the cash from the various accounts and used the money in petrol pumps, tractor showrooms, and buying plots, according to a report in Amarujala.
Sources told Amarujala that there were several farmers in whose names he got a total of Rs 50,000 loan passed.
The crime came to light when these people started receiving notices from the bank.
One of the victim, Mahesh said he had never taken a loan from the bank. When he got the notice he reached crime branch where several others had filed similar complaints.
