A married woman was severely burnt at her home Sunday, police said, adding her parents alleged her in-laws had set her on fire.



“The incident was reported around 12 p.m. in south Delhi’s Sanjay Colony,” said a police official.



“Neelam, 19, was rushed to Safdarjung hospital. She has received 75 percent burn injuries,” a police official said.



She is married to Jaipal, 22.



Neelam’s family alleged she was set afire due to some dispute, but police did not confirm it, saying they were yet to record the victim’s statement.

NEW DELHI: On Thursday, a metropolitan magistrate convicted Shamsuddin
Fakruddin of theft, making it the happiest day of his life. As his lawyer
explained to him that the court had just declared him guilty, Shamsuddin's
boyish face broke into a smile. He was finally free.



For 12 months now, Shamsuddin (19) has been lodged in Tihar Jail despite the
fact that his alleged crime, that of stealing Rs 200, would usually carry a
sentence of three months' imprisonment. After being denied bail once, he was
granted bail three months ago, but did not have the Rs 10,000 in property needed
for a bail bond.



Shamsuddin changed his initial not-guilty plea to a guilty plea when he learnt
that his father had passed away two days ago. "I'll say I am guilty. I just want
to get out. I just want to go home to my village," he whispered to his lawyer.




After migrating to Delhi four years ago from his village in Uttar Pradesh's
Bahraich district on the border with Nepal, Shamsuddin sold vegetables at a
street corner near Okhla mandi. On August 5 last year, Shamsuddin was picked up
by the Amar Colony police on charges of taking a wallet containing Rs 200 and an
ATM card from the pocket of a complainant.



Shamsuddin maintains that he did not commit any theft, and that the wallet in
his pocket was his own. He was arrested and charged under sections 379 (theft)
and 411 (dishonestly keeping stolen property) of the IPC, and sent to Tihar Jail
for judicial custody. Boy jailed for a yr for .



Despite his alleged crime typically carrying a sentence of three months,
Shamsuddin was first denied bail on February 26, 2011, because of the
"seriousness" of his crime. He had by then already completed six months in
judicial custody.



Then two months later, he was granted bail by metropolitan magistrate Mona Tardi
Kerketta, provided he furnished a bail bond of Rs 10,000 and that someone could
stand surety for him.



By this time, lawyers of the Human Rights Law Network, an NGO that fights human
rights cases and represents the poor pro bono, had met Shamsuddin in Tihar Jail,
and started representing him. However, Shamsuddin's family could not be located,
and he did not have property or savings that he could show as collateral against
the Rs 10,000 bail bond. So, he was forced to remain in judicial custody.



On Thursday morning, police officers brought Shamsuddin to the magistrate's
court. Just over five feet tall, he wore a cream-coloured shirt and black
trousers and looked holloweyed, casting nervous glances at his lawyer. He had
hurt his leg, he said, and asked if he could sit as he awaited his turn, a
request that was turned down. Half an hour after he was produced in court,
metropolitan magistrate Kerketta heard Shamsuddin's lawyer's plea. They had
decided to plead guilty as the surest way of getting released.



The magistrate convicted Shamsuddin and ordered his release. He did not
understand what had just happened until it was explained to him by his lawyer.
"She is releasing you," his lawyer said. Shamsuddin was taken back to Tihar Jail
by the policeman who had brought him there.



After a copy of the order reaches jail authorities, Shamsuddin will be released.
"Tell him not to do something like this again," the policeman told Shamsuddin's
lawyer as they waited for the lift. "But I didn't do anything in the first
place," Shamsuddin said to no one in particular. Unfortunately, Shamsuddin's
case is not rare. HRLN is currently handling 17 other cases of petty theft where
the accused is between 18-22 years old and has been in judicial custody for over
six months.



In most of the cases, bail has been granted but the accused remains in custody
either because he is unable to show property or savings for the bail bond, or
because the police have not been able to verify his correct address for his
release on a personal bond.



Times View

As per rulings of the Supreme Court, those who have spent more time in jail as
undertrials than the maximum sentence for the crime they are charged with should
be granted bail. As this case shows, granting bail can often become meaningless
if the accused does not have the means to come up with the bail amount. We,
therefore, suggest that in such cases bail should be given without any surety.
The accused should then be told that if he or she absents himself from future
hearings of the case, guilt will be presumed and he or she will be convicted as
charged. Since the maximum possible punishment has anyway been extracted, the
prosecution and society lose nothing if the person absconds. So why insist on
surety?

Yet another gory murder shocked Mumbaikars when at least 13 teenagers clubbed to death a 17-year-old boy who had allegedly used expletives against the mother and girlfriend of one of the attackers, police said Thursday.



While police have nabbed three of the attackers, including the prime conspirator, a manhunt has been launched across the city for the others, around 10 college-going youngsters, who are absconding, an official from MIDC Police Station said.



The incident occurred around 11 p.m. Tuesday near a hotel in Saki Naka, Andheri east when a group of youngsters, aged between 16 and 22, waylaid and attacked Ansh M. Agarwal.



The gang, led by 17-year-old collegian Siddhant Ghosalkar, living in the posh Shere-e-Punjab Colony, allegedly hammered Agarwal with sticks, iron rods and smashed his head with cement paver blocks near Kohinoor Hotel before disappearing.



A profusely bleeding Agarwal was noticed by pedestrians and some friends who rushed him to hospital where he was later pronounced dead.



Police, who have started searching homes in and around the vicinity of the quiet Sher-e-Punjab Colony, said the murder was a conspiracy hatched by Ghosalkar, whose mother and girlfriend were allegedly 'abused' in filthy language by Agarwal. The victim had allegedly also sent an offensive SMS to the girlfriend.



Ghosalkar's co-conspirators are said to be Rudransh S. Azad, 17, and Anandkumar Bahadur Singh, alias Monu, 17.



Police have arrested the trio, all studying in local colleges, and are now on the lookout for at least 10 friends, who are believed to be in hiding somewhere in the vicinity.



The incident comes barely six months after two youngsters, Keenan Santos and Reuben Fernandes, were assaulted and stabbed to death outside a restaurant in Andheri west, after some goons teased their girlfriends.

In a shocking incident, an old man was strangled to death allegedly by the members of his community for having food at a feast organised by a Dalit family at a village in Uttar Pradesh’s Jaunpur district, about 225 km from here. Ironically the victim also belonged to ''kurmi'' (a backward community).



According to police sources here, 65-year-old Paras Nath Patel and his members of his family were invited by the dalit family to attend the wedding ceremony of a girl at Kuruthuwa village in the district on Wednesday last. The “kurmi” community to which Paras Nath belonged had decided not to attend the ceremony and have food with the dalits as they considered them “untouchables”.

Paras Nath, however, defied his community and his entire family had food with the dalits at the feast, which enraged the “kurmi” community of his village, sources said.



Irked over Paras Nath’s defiance, the “kurmi” community held a “panchayat” at the village on Thursday to deliberate on the matter and take action against Paras. The members of the panchayat wanted to expel Paras Nath from the community for defying the diktat.



The son of Paras, who was also present at the panchayat, alleged that the community members used expletives against Paras following which he had heated exchange of words with them.



Some members of the panchayat allegedly strangled Paras with a towel killing him on the spot. A case of murder has been registered against seven people, sources said. The culprits had been absconding.



Barely a few days ago, members of the “brahmin” community had refused to have food with dalits at a religious feast at a village in UP’s Maharajganj district.

JAIPUR: A minor girl was allegedly raped for several days by a taxi driver here, police said today.


The 16-year old victim, hailing from Sikar district, had arrived here in a bus few days back and hired the taxi of the accused Jitendra Banjara to reach her relative's house in the city, they said.


The driver, instead of taking her to the destination, took her to some isolated place and raped her. He threatened the victim of dire consequences if she told anybody about the incident and took her to his native village in Dausa district, police said.


The girl however managed to call her parents following which she was rescued and the accused was arrested last night, they said.


Further probes into the case are on, they added.

New Delhi: A man was found dead today under mysterious circumstances at
his rented accommodation in south-west Delhi with police suspecting it to be a
case of murder.



Interestingly, the landlord does not know the name of his tenant who was
introduced to him by a property dealer.



The incident came to light in Bindapur on Sunday night when the landlady
Rajbala informed police that some foul smell was emanating from her tenant's
room, a senior police official said.



Police said the victim was possibly strangled as there were marks on his neck
while his hands were tied. To hide the victim's identity and mislead police,
the murderers had also disfigured his face.

The owner of the house said she had rented the flat to the victim on the
reference of a local property dealer.



The property dealer paid Rs. 5,000 as advance and the victim shifted on June
10.



Two friends came to meet him on the same day and stayed there, the official
said quoting the owner.



The police verification of the victim could not be done.



A PAN card of the deceased that he had given as identification proof has been
recovered.



He also told the property dealer that he would be providing additional
identification only after his brother and wife arrive in Delhi with the
requisite papers, the official said, adding they have contacted their
Mangalore counterparts to check the PAN card details as it had been issued
from there.

Woman used TV serial plot to kill partner

New Delhi: Delhi police claim to have solved the murder case of a Mumbai-based
businessman after arresting two accused, Krishna and Rakesh Govind More.
Krishna is a resident of Sadar Bazar area in old Delhi and Rakesh lives in
Ghansoli, Navi Mumbai.



The incident had come to light on June 12 when a resident of Mansa Road Park
area informed the police that blood was seeping from the doorway of his
tenant's locked room. When the cops broke open the door, they found the
decomposed body of a man inside. However, the body was not that of the person
who had taken the room on rent.



The police formed a team to identify the dead and nab his murderers. During
investigation, police found that the room where the body was found was taken
on rent on June 10. The property dealer, Satnam, who had dealt with the
tenant, said the place was rented out to one Raj Kumar. Kumar had said that
his brother's family would stay in the place. As identity proof, he had given
a photocopy of his PAN card to Satnam. Police found that the PAN Card copy was
fake.



AK Ojha, DCP (south west Delhi) said: "We checked the call details of Satnam.
One of the numbers was of Mumbai circle, so we sent a team there to find out
whose number it was. Analysis of call records of this number revealed its
movement in Delhi during the time of the incident. We matched its call details
with that of suspect's mobile number. Following this, we nabbed a woman,
Krishna, who owned the Delhi number. On interrogation, she said she had left
her husband's place at Sadar Bazaar in old Delhi and shifted to Mumbai some
time back. She had visited one of her houses at Mohan Garden area in south
Delhi on June 9-10," said the police officer.



Krishna disclosed that during her stay in Mumbai she had lived with the
deceased, Somnath Suverna. During their stay together, they had a dispute over
financial matters. She wanted to get rid of Somnath as he always demanded
money from her. She used to watch a Hindi detective serial on television and
hatched a plan to kill Somnath by following one of the murder plots shown in
one of its episodes. She hired a contract killer, Rakesh Govind, from Mumbai
for Rs. 15,000 to kill Somnath. She asked Rakesh to rent a house and came to
Delhi along with Somnath on June 8. It was Rakesh who had approached Satnam.
On June 10, Krishan and Somnath went to the rented accommodation where Rakesh
was already present. She mixed sleeping pills in Somnath's food and drinks.
After he ate the food, they strangulated him.
