The multi-billion rupee Gurgaon kidney scandal came to light in January 2008 when police arrested several people for running a kidney transplant racket in Gurgaon, an industrial township near New Delhi, India. Kidneys from most of the victims, who were the poor hailing from the nearby western Uttar Pradesh, were transplanted into clients from United States, United Kingdom, Canada, Saudi Arabia and Greece. The police raid was prompted by complaints by the locals from Moradabad about illegal kidney sales. The man accused of the scandal, Amit Kumar, was arrested in Nepal on 7 February 2008 and has denied any hand in criminal activity.



Chronology of events

The police raid

On January 24, 2008, police teams from Haryana and Uttar Pradesh raided a residential building and a guest house owned by Amit Kumar.



According to the Gurgaon police, the scandal at a local clinic was going on for six to seven years. The donors were lured with offerings of about Rs. 30,000 for kidney removal. First, they were lured to the clinic on the pretext of job opportunities. They were instead asked for donating their kidneys for the fee and all those who resisted this were drugged against their will and subsequently operated upon.



The Haryana police, under whose jurisdiction the scandal happened, issued arrest warrants against Upendra Aggarwal, a general physician and an associate of Amit Kumar for his involvement in the scandal. However, at the time of the police raid, Kumar and his other accomplices escaped after the knowledge of possible arrests.



The raid helped rescue five people and shifted them to a Gurgaon hospital.



Aftermath of the raid

On January 25, 2008, the police detained a United States-based non-resident Indian couple and three Greek nationals, two among them being patients receiving the transplants.



The police revealed that Dr. Amit Kumar and his accomplices had performed 600 kidney transplants in the past decade. Additionally, at least two hospitals were involved in the after care of partients. Police, through the technology of fingerprinting, determined that Kumar went by many aliases and had been previously arrested at least four different times for illegal organ trade operations. It was further revealed that Kumar, his brother Jeevan Kumar, Upendra Aggarwal and Saraj Kumar, an anesthesiologist were previously arrested thrice on charges of illegal human organ transplantation in Delhi, Andhra Pradesh and Maharashtra. They were, however, released on bail. On 7 January 2008 Kumar was arrested by Delhi Police but was released on a bribe of Rs. 20 lakhs. Jeevan Kumar was later arrested on 17 February 2008 in Delhi.



The Indian Medical Association, arranged a probe by its three-member committee, and further requested investigation by Central Bureau of Investigation (CBI), India's higher investigation agency. The Haryana police further uncovered 2 hospitals and 10 laboratories in Greater Noida and Meerut, cities nearby to New Delhi for their alleged involvement in the scandal.



In the meanwhile, a Gurgaon court had issued arrest warrants for Amit Kumar and his brother, Jeevan Kumar Rawat. With growing suspicions that Kumar might have fled the country, the Haryana police requested the CBI to alert the Interpol. Thereafter, Red corner notices were issued for the Kumar siblings.



Arrest of Amit Kumar

On February 7, 2008, Amit Kumar was arrested in the neighboring country of Nepal. He was hiding in a wildlife resort, about 35 miles from the Indo-Nepal border. He had a bank draft worth Rs. 936,000 along with a total of €145,000 and $18,900 in cash. At the resort he made an unsuccessful attempt to bribe the Nepali policemen to let him go. The charges filed against him by CBI are under sections 326 (voluntarily causing grievous hurt by dangerous weapon), sections 342 (wrongful confinement), sections 420 (cheating) and sections 120B (criminal conspiracy).

Subsequent conviction



The CBI special court here on Friday convicted five accused while acquitting another five in the case of a Gurgaon kidney transplant racket that was busted in 2008. Dr Upender Dublesh and Dr Amit Kumar, who was termed a "quack" in no uncertain terms by the court, got seven-year rigorous imprisonment (RI) besides a fine of over Rs. 60 lakh each.



But they were subsequently released as CBI was not able to provide evidence for their heinous crimes

Police claim the man, a layabout drug addict, has molested at least 25 minors across city.

After a week of concerted efforts by a 50-man team of policemen, Ayaz Ansari (32) was arrested by the DN Nagar police from Khar on Wednesday evening.




His distinctive limping gait and missing eye were the clues that led the police to the notorious serial molester who is alleged to have molested at least 25 minors all over the city.

The police said he was arrested after investigating officers identified him based on CCTV footage related to two molestation incidents that he was allegedly involved in.



“Apart from the cases that we know about, Ansari has confessed to 12 more cases,” Mumbai Police Commissioner Rakesh Maria said.

Officers said Ansari had a history of snatching away cellphones from children and teenagers and selling them for drugs. He was arrested by the Crime Branch in 2013 for a robbery in Malad. He was later released and subsequently arrested in connection with a molestation case at Powai.



Interestingly, molestation was never Ansari’s primary intention when he approached his victims. “Ansari would accost children in dark corners of streets with the intention of robbing them of their cellphones. However, whenever he was under the influence of drugs, he would also molest his victims,” said Assistant Police Inspector Mohan Herpude of Crime Branch.



According to police, the first clue about Ansari’s identity came when they scanned CCTV footage of the incidents that occurred in Vakola and Sion. Ansari was seen most clearly in CCTV cameras in Sion, where he committed his last offence. “He has been captured clearly in cameras mounted on the road leading away from the station. He was also seen in CCTV cameras in Vakola last year, but his features were not clear,” said Ambadas Pote, Deputy Commissioner of Police (Crime). The Sion police will now seek his custody after they match his description with that in the complaint received last week.

“We knew he stayed with his brother in Dongri area of Andheri and immediately alerted our superiors,” said Herpude.



Ansari’s mother and brother,who were detained for inquiries, told the police he had not been home for the last six months.



On Wednesday, Ansari’s brother got a call from him from a landline from Khar, after which he informed the police. “Ansari had called his brother to ask for money. He asked Ansari to meet him in Khar. We went along with him and arrested Ansari,” said an officer with the D N Nagar police.



The police said Ansari had no permanent address and would sleep on pavements or mosque shelters after consuming narcotics.



Juhu Police station, where the first offence was first registered, also confirmed that Ansari perfectly matched the description of the accused wanted in the case registered in January 2013. “Ansari was not caught on CCTV cameras, but the complainant told us about the defect in his right eye and his limp,” said senior inspector Rajendra Chavan.

RANCHI: Two trafficked girls from Ranchi were rescued in Delhi-NCR on Thursday when police teams from Ranchi, Delhi and Uttar Pradesh conducted raids, jointly with an NGO, at two places.

An 18-year-old girl was rescued from a house in Ghaziabad. Rishi Kant, member of Shakti Vahini, an NGO that was part of the rescue team, said, “The girl informed us that she was trafficked by one Ravinder Kumar Rathi alias Akash Rathi and his wife Fulkriya Rathi, four years ago. She was then made to work as domestic help at Sandeep Madaan’s house in Ghaziabad from where she was rescued.”



Rishi said the girl also mentioned that her employer used to pay her salary of Rs 2,700 to Ravinder every month in cheque. But her parents did not receive any money so far.



Another 19-year-old girl was rescued from West Enclave area in Delhi. The girl said she was trafficked by Ravinder, the same person who was involved in the earlier trafficking case, six years ago.



She was kept in a placement agency – Goodwill Placement Agency – for a night and the next day she was sent to work at a house. During these six years, she was not paid for her work.



“The girls were trafficked and then made to work in houses without any payment. Besides, they were confined to the house they worked in and not allowed to step out. This is not just an issue of trafficking but also bonded labour and action should be taken against the employers as well,” said Rishi.



Accused of trafficking, Ravinder has been arrested by Delhi Police under different cases. Rishi said, “Police sources say that Ravinder has trafficked around 50 girls in the past four years and both the victims were trafficked along with a group of girls.”

The Kalahandi district police have launched a manhunt for a labour contractor and his accomplice who had allegedly chopped off the hands of two labourers.



The police had identified the accused persons and were searching for the labourers who had escaped from their clutches recently.



The crime came to light after the two injured labourers, Jialu Nial and Dhangada Majhi, reached the government hospital at the district headquarters town of Bhawanipatana in Kalahandi district in a serious condition on Sunday night.



According to the police, the two injured labourers were among the 12 persons that the accused hired from different villages of Kalahandi about a fortnight ago, paying each Rs. 14,000 for work in a brick kiln in neighbouring Andhra Pradesh.



But instead of taking them to Andhra Pradesh, the contractors forcibly took them to Raipur in Chhattisgarh to engage them in brick kiln work. The labourers refused to work in Raipur and 10 of the 12 workers managed to escape. The contractor and his accomplice, who were angry at the escape of the 10 labourers, allegedly tried to bring the remaining two in a vehicle to their respective homes in Kalahandi to recover the money that they had given in advance.



On their way back to Kalahandi, the contractor and his accomplice consumed liquor and chopped off the right hands of the two labourers in a jungle near Belpada.

NEW DELHI: The Supreme Court on Monday took suo motu cognisance of a horrific incident involving the chopping off the right hands of two migrant labourers from Odisha by a contractor from Andhra Pradesh in December last year.



Taking cognisance of a media report on the incident, a bench of Chief Justice P Sathasivam and Justice Ranjan Gogoi issued notice to the chief secretaries of Odisha and Andhra Pradesh.



According to the report, the incident occurred near a jungle in Belpada village in Kalahandi district of Odisha when the two labourers were being taken back to their homes to recover the money paid to them in advance when they were hired.



They were being taken back as they had refused to work in a brick kiln in Raipur district of Chhattisgarh.



On the way back, the contractor and his accomplice got drunk and chopped off the right hands of the two workers, the report said.



The police have launched a manhunt for the contractor and his accomplice.



The two labourers were part of a group of 12 hired for Rs 14,000 each by the contractor to work in a brick kiln in Andhra Pradesh.



However, the contractor tried to forcibly take all of them to Raipur in Chhattisgarh to work in a brick kiln there, to which the labourers refused and 10 of them managed to escape, the report said.

The right hands of two migrant labourers were chopped off by a labour contractor and his accomplices in Odisha.



Police have begun a manhunt for the accused, who are allegedly involved in labour trafficking.



On Sunday night, the victims identified as Jialu Nial (30) and Nilambar Dhangdamajhi (28) reached the government hospital at Bhawanipatana, the district headquarters of Kalahandi, about 500km from state capital Bhubaneswar.



Police said the accused contractor had paid an advance of Rs. 14,000 each to 12 labourers, including five women, from different villages in Kalahandi district a fortnight ago to work in a brick kiln in Andhra Pradesh.



However, the contractor instead forcibly tried to take them to Raipur in Chhatisgarh to engage them in another brick kiln. The labourers resisted and all of them, except Niali and Dhangdamajhi, managed to escape when the group had halted at Sinapali in neighbouring Nuapada district on December 9.



The contractor and his accomplices had allegedly held the duo captive at an undisclosed village in Nuapada and tortured them.

On Sunday evening, they decided to bring the two labourers back to Kalahandi, where they were going to recover the advance amount from all labourers.



But on their way back, they stopped the vehicle in Balangir district to consume liquor. The accused then chopped off the right hands of the two labourers and dumped them on the road.



“We were in excruciating pain and bleeding profusely. We tried to reach the nearest village. Some people spotted us and helped us board a bus to Bhawanipatna,” said Nial, lying on a bed in hospital.



Dhagdamajhi’s father Madhab Dhangdamajhi said was informed of his son’s captivity from the labourers who had managed to escape and lodged a complaint with the local police on December 13.



“We have identified the accused and raided their houses, but they are absconding. We are also searching for some labourers who had escaped but are yet to return home,” said Kalahandi superintendent of police Sarthak Sarangi.

Crime Patrol: Gumla girl rescued from Jaipur bus stand (Episode 378 on 6th June 2014)

RANCHI: A minor girl belonging to Jharkhand's Gumla district was rescued from Jaipur on Sunday night. According to information provided by the girl to the Jaipur police, she was allegedly trafficked by M.K Service, a placement agency running illegally in the national capital.



The rescued girl said that a woman made the girl sit on a Jaipur-bound bus in New Delhi and directed her to not speak to anybody on the way.



She was also told that somebody in Jaipur will come to receive her at the Sindhi Camp Bus Stop. However, a co-passenger of the victim, who got suspicious on seeing the girl travelling alone, contacted Delhi-based NGO Shakti Vahini, which intervened and rescued the girl.



Rishi Kant, an activist working with Shakti Vahini, said: "We coordinated with the police as well as Suraksha, an NGO based in Jaipur, and asked them to intervene. The bus reached Jaipur at 11pm." He added: "The girl said that she belongs to Jharkhand and was sent to Jaipur via Delhi. It seems an organized inter-state racket is involved in this case, which needs to be investigated by the anti-human trafficking units of the states concerned."



Kailash Chandra Bishnoi, deputy commissioner of West Jaipur police, said: "An FIR has been registered at the Sindhi Camp police station in Jaipur under Section 370, which deals with human trafficking. The girl has been sent to a rehabilitation centre run by the government here and we will be contacting the Jharkhand police soon. The victim said that she did not even know the reason why she was being sent to Jaipur, nor did she know the person who was going to meet her here."

Crime Patrol: Man hired fake cops to extort money from accountant friend (Episode 375 on 30th May 2014)

A27-year-old man masterminded a plot involving fake cops to extort Rs 3.32 lakh from his accountant friend, the Mankhurd police said after arresting all 10 people who were part of the crime recently.



Five of the suspects are members of a Pune NGO, the National Crime Investigation Bureau (NCIB), which is ironically engaged in public efforts to curb crime.



Main accused Abdul Hameed Shaikh, from Mankhurd, extorted the money from his 44-year-old friend, Yashwant Ramchandra Chalke, in August last year, but the police unravelled the entire conspiracy last month. According to Inspector Chandrashekhar Nalavade, Abdul Hameed roped in the five NCIB members to pose as Crime Branch officers and conduct a 'raid' at the Mankhurd office of Yashwant, who audits financial records of housing societies.



The five men, all from Pune, first extracted Rs 32,000 from Yashwant after threatening to arrest him over bogus charges. Abdul Hameed, who pretended to help Yashwant to avoid police action, later staged his own arrest and pressured Yashwant into giving Rs 3 lakh to secure his release.



Abdul Hameed, the police said, came up with the plan as he was in desperate need of cash. He was arrested last week, on March 26. The five NGO members were arrested on Sunday. They have been identified as Mozim Shaikh (30), Rashid Shaikh, Naeem Makdum (22), Azharuddin Tamboli (23) and Sujeet Lokhande (25).



Four other conspirators, including Abdul Hameed's father and a woman who runs a beauty salon in Mankhurd, have also been held. The 34-year-old woman, Wahida Shaikh, acted as a go-between for Abdul Hameed and the five NGO members.



All 10 have been booked under IPC sections 170 (impersonating a public servant); 384 (punishment for extortion); 385 (putting person in fear of injury in order to commit extortion); 411 (dishonestly receiving stolen property); 420 (cheating) and 34 (common intention).



Both Yashwant and Abdul Hameed are residents of Lalubhai Compound, Mankhurd. They became friends while working for an accounting firm. Yashwant later quit the job and started auditing records of housing societies. Abdul Hameed came up with the plot to extort money from Yashwant in August last year. "One day suddenly, some men barged into my office and started checking my files. They said they were Crime Branch officers from Pune and had received several complaints that I was manipulating financial records," Yashwant said.



The five NGO members who posed as cops arrived in a rented Tata Sumo and even flashed identity cards of their organisation to make the raid look genuine.



"I told them that I had never fudged any records, but they insisted that I pay Rs 32,000 to avoid arrest. I got scared and sent my friend (Abdul Hameed) to an ATM booth to withdraw the sum from my account."



The next day, Abdul Hameed's father met Yashwant and falsely claimed that his son had been arrested by the Crime Branch because he tried to intervene during the raid.



"He blamed me for Hameed's arrest and pressured me into lending Rs 3 lakh for his release," Yashwant said. The accountant later narrated the incident to some other friends, who expressed suspicion over the men claiming to be Crime Branch officers.



In December last year, Yashwant filed a complaint with the Mankhurd police. The plot was uncovered after cops questioned Abdul Hameed's father. All the suspects were arrested between March 13 and March 30.



"When they succeeded in extracting Rs 32,000 from the victim, they decided to extort more money by staging the main accused's arrest," Inspector Nalavade said.



He added that Abdul Hameed first discussed the plot with the beauty salon owner, who helped him rope in the NCIB members. "When the police told me Abdul Hameed was the mastermind, I was shocked. I thought he was my friend," Yashwant said.



Santosh Pandey, national in-charge of the NCIB, said it was shocking that some of its members, who had pledged to prevent crimes, were involved in one. "This is the first time our members' names have been linked to a crime. We will suspend them," he said.
